On the flip-side, Pagano has already said that the Colts’ starters will get some action. Now, that may only be one possession, but if quarterback Andrew Luck gets an opportunity against the Packers’ second-string defense, that could very well result in points.
NFL coaches have to balance the idea of experience against injury risk in the preseason, and Indy has evidently chosen to give their stars at least a little bit of playing time. The Colts are trying to get some issues ironed out after dropping from consecutive 11-win seasons to under .500 a year ago. Luck’s presence is a huge one, and if he can get back to his form of old it will be a big boost to the Colts.

Preseason games are tricky to wager on because the substitutions come fast and furious. This Hall of Fame Game is especially hard to gauge since the Colts’ starters figure to play briefly and the Packers’ stars may never touch the field.
After that it will be all of the backups pushing to make the team, and it’s hard to know which team will come out on top. While there is a lot of uncertainty, the one likelihood is that the Colts play their starters some and the Packers may sit theirs.
